CHGO attorney Helmut Starr and Mara Perry, Director of Planning and Development for the City of Webster Groves, gave a joint presentation at the 2017 Missouri Planning Conference in St. Louis. The presentation,  “Town and Gown: Planning for Institutions,” focused on the issue of uncontrolled growth of educational institutions causing issues in communities across the U.S. and how zoning codes can help address the situations. The City of Webster Groves created new Educational Campus Zoning categories to address institutions on property of more than five acres. Attendees of the conference learned about the planning process for the approval of these Zoning Code amendments and their success with the opening of the first construction project using the new codes.
